Chapter 3: The File Inside the Cruiser

The inside of Dempsey’s cruiser smelled like old coffee and cigarette smoke.

An FBI evidence specialist carefully opened the locked compartment beneath the dashboard.

Inside was a black folder.

No label.

No markings.

The kind of thing someone hid because they knew they shouldn’t have it.

Dempsey watched from the roadside.

His face had gone pale.

“Don’t touch that,” he said.

Nobody moved.

Then everyone looked at him.

Because a guilty person rarely says that before anyone accuses them.

Special Agent Torres raised an eyebrow.

“Interesting reaction.””

Dempsey forced a laugh.

“I meant it’s department property.””

“Then you won’t mind us examining it.””

He said nothing.

That silence was louder than an admission.

The folder contained photographs.

Bank records.

License plates.

Locations.

Names.

People connected to Operation Iron Rain.

The illegal firearms syndicate we had spent months investigating.

David stepped closer.

“You weren’t protecting the robbery investigation.””

I looked at Dempsey.

“You were protecting the people we were hunting.””

Dempsey looked away.

Sergeant Carter suddenly spoke.

“You don’t understand what you’re looking at.””

Elena turned.

“Actually, I think we do.””

Carter’s jaw tightened.

“You have no idea how things work here.””

I almost laughed.

Because I had heard that sentence before.

Every corrupt person believed their system was too powerful to collapse.

They never imagined the system could turn against them.

Carter stepped forward.

“You federal people come in, take over, and think you’re better than everyone.””

David shook his head.

“No. We think criminals should be arrested.””

Carter stared at him.

“You’re naive.””

“No,” David replied.

“You are.””

The tactical team separated the officers.

I finally picked my FBI shield out of the mud.

The gold surface was scratched.

But still recognizable.

I wiped it clean.

Dempsey watched.

“You really care about that thing?””

I looked at him.

“It’s not the metal.””

“Then what is it?””

“It’s a promise.””

He laughed quietly.

“A promise doesn’t mean anything.””

I put the shield back into my wallet.

“Maybe not to you.””

The investigation expanded quickly.

But the biggest question remained.

How deep did Operation Iron Rain go?

And why were local officers willing to risk everything to protect it?

The answer came from an unexpected source.

A young dispatcher named Melissa Grant.

She arrived at the federal office the next morning with a frightened expression.

“I need protection,” she said.

Elena looked concerned.

“From who?””

Melissa placed a small envelope on the table.

“I found this hidden in the dispatch records.””

I opened it.

Inside was a handwritten note.

Only six words.

Six words that changed the entire investigation.

“Agent Miller was the target.””

I looked at David.
