Chapter 8: The Operation Behind The Operation
The message was still on Maria’s phone when the tactical team arrived.
Nobody needed to explain the urgency.
Someone had just threatened us.
Not vaguely.
Not indirectly.
Personally.
They knew exactly who we were.
They knew where we were.
They knew what we had found.
The question was no longer whether there was a conspiracy.
The question was how deep it went.
Inside the secure FBI facility, we placed every piece of evidence on the table.
The recordings.
The files.
My father’s notebook.
The recovered communications from Carter.
Everything.
Maria stood at the front of the room.
“We have three confirmed facts.””
She pointed at the board.
“One: Sergeant Carter was protecting Operation Iron Rain.””
Next.
“Two: Deputy Director Whitmore was communicating with Carter.””
Next.
“Three: someone above Whitmore has authority over both.””
David leaned back.
“So we’re hunting the person who controls the person who controls the person.””
Maria nodded.
“Exactly.””
I looked at Victor.
“And you’ve spent seven years running from them.””
Victor didn’t deny it.
“Yes.””
“Why?””
He stared at my father’s badge sitting on the table.
“Because your father gave me one mission.””
“What mission?””
“Stay alive.””
I frowned.
“That’s it?””
“No.””
Victor looked at me.
“He told me if I died, the truth died with me.””
I picked up the badge.
“And now?””
“Now the truth has you.””
The room went silent.
Maria opened a classified file.
“There’s something else.””
She turned the screen.
A list appeared.
Names.
Dates.
Assignments.
My name was there.
My first FBI field operation.
My promotion.
My selection for Violent Crimes Task Force.
My entire career.
All of it.
I looked at Maria.
“What is this?””
She hesitated.
“Your career timeline.””
“That’s public information.””
“Not this version.””
She highlighted certain dates.
Every major moment.
Every assignment.
Every promotion.
Someone had tracked my career from the beginning.
David stepped closer.
“They were watching him.””
Maria nodded.
“Yes.””
I stared at the screen.
“Why?””
Nobody answered.
Then Victor spoke.
“Because you were never just an agent.””
I looked at him.
“What does that mean?””
He walked to the screen.
“Your father believed corruption inside law enforcement wasn’t caused by criminals.””
He tapped the file.
“It was caused by people who learned how to manipulate the system.””
“So?””
“So he believed the only way to defeat it was to put someone inside the system who couldn’t be bought.””
I stared.
“You’re saying my father knew?””
“Yes.””
“He planned my career?””
Victor shook his head.
“No.””
He looked at me.
“He protected it.””
The room became quiet.
My father hadn’t pushed me toward the Bureau.
He hadn’t chosen my path.
But he had spent years making sure nobody could take it from me.
Maria suddenly looked at her computer.
“Wait.””
Everyone turned.
“What?””
She zoomed into one of the encrypted files.
“This message was hidden.””
David frowned.
“Hidden by who?””
Maria typed.
Then froze.
“I don’t know.””
“That’s impossible.””
“I know.””
She rotated the screen.
A decrypted message appeared.
Only one line.
*WHEN MILLER FINDS THE TRUTH, INITIATE PHASE TWO.*
My blood ran cold.
“What is Phase Two?””
Victor looked terrified.
For the first time since I met him, genuinely terrified.
“No.””
I looked at him.
“What?””
He stepped back.
“Phase Two was never supposed to happen.””
Maria stood.
“What is it?””
Victor swallowed.
“Operation Iron Rain was the test.””
David frowned.
“A test for what?””
Victor looked at all of us.
“For replacing the government’s ability to control law enforcement.””
Nobody spoke.
The idea sounded impossible.
Until you looked at the evidence.
Corrupt officers.
Manipulated investigations.
Compromised officials.
A hidden network operating inside the system.
Not destroying law enforcement.
Controlling it.
Maria’s phone rang.
She answered.
“Yes?””
Her face changed.
“What do you mean missing?””
Everyone watched her.
She slowly lowered the phone.
“Whitmore disappeared.””
David immediately stood.
“From custody?””
“No.””
“Then how?””
Maria looked at me.
“Because someone inside headquarters released him.””
My jaw tightened.
“Who?””
She hesitated.
Then handed me the security image.
The person opening Whitmore’s holding room door was captured clearly.
A federal agent.
Someone wearing an FBI badge.
Someone I recognized.
I stared at the screen.
“No.””
David looked at me.
“Who is it?””
I couldn’t answer.
Because the person on the screen had trained me.
Had evaluated me.
Had helped shape my career.
My mentor.
Special Agent James Caldwell.
Maria watched my reaction.
“Terrence?””
I whispered:
“He’s been my supervisor for twelve years.””
The room went silent.
Then David looked at the screen.
“Your father knew him?””
I nodded.
“Yes.””
Victor closed his eyes.
“Then we finally know.””
I looked at him.
“Know what?””
Victor opened his eyes.
“Who was closest to your father when he died.””
The lights suddenly flickered.
Once.
Twice.
Then every screen in the room went black.
A message appeared.
White letters.
No sender.
No identification.
Just a sentence.
*YOU WERE NEVER INVESTIGATING US.*
May you like
A second line appeared.
*WE WERE INVESTIGATING YOU.*
