Chapter 4: The Man Behind the Curtain

The entire building went into lockdown.

Phones rang.

Officers moved through hallways.

Technicians rushed toward the computer systems.

But Renee stayed still.

Because she understood something everyone else didn’t.

The message wasn’t meant to scare the department.

It was meant for her.

Mark stood beside her.

“Commander, are you okay?””

Renee looked at the screens.

“I’m fine.””

“That’s not normal.””

“No.””

She turned.

“It isn’t.””

Captain Hale entered.

“We’re tracing the source.””

“How long?””

“Could take hours.””

Renee nodded.

“Then we don’t wait.””

Victor looked surprised.

“What do you mean?””

“We find what they’re afraid we’ll find.””

Mark looked between them.

“You think this is connected to Mercer?””

“I know it is.””

She opened the old complaint file.

“People like Mercer don’t disappear. They relocate.””

The investigation moved quickly.

They searched old records.

Old reports.

Old investigations.

And slowly, the same names appeared.

Officers who had worked under Mercer.

Officers who had changed after his influence.

Officers who had learned to protect themselves before protecting the public.

But one name appeared more often than any other.

Captain Victor Hale.

Renee noticed.

She didn’t say anything.

Not yet.

Instead, she waited.

That was another lesson from years in Internal Affairs.

The truth usually revealed itself when people thought they were safe.

That evening, Mark found her alone in the archive room.

“You think Captain Hale is involved.””

Renee looked at him.

“I think everyone deserves questions.””

Mark nodded.

“I understand now.””

“Do you?””

He looked at the old files.

“I used to think investigations were about catching bad people.””

“And now?””

“Now I think they’re about finding the moment when good people stop asking questions.””

Renee studied him.

That answer mattered.

Because it meant he had changed.

Then Mark pulled a small envelope from his pocket.

“I found this in my locker.””

Renee took it.

“Why didn’t you report it?””

“Because it had my name on it.””

She opened the envelope.

Inside was a photograph.

A younger Mark.

Standing beside Grant Mercer.

And behind them…

Captain Victor Hale.

Renee looked closer.

The photo was dated fifteen years earlier.

Before Mercer’s investigation.

Before Hale became captain.

Before anyone knew there was a problem.

On the back of the photo, someone had written:

*Three officers. One secret.*

Renee looked at Mark.

“Where did you get this?””

“I told you. My locker.””

“Who has access?””

Mark didn’t answer.

Because they both knew.

Someone inside the department had placed it there.

Someone who wanted them to find it.

Then Renee’s phone rang.

Unknown number.

Again.

She answered.

A distorted voice spoke.

“You’re getting closer.””

“Who is this?””

“You already know.””

“Mercer?””

A pause.

Then a quiet laugh.

“No.””

Renee frowned.

The voice continued.

“The man you’re looking for is the one who taught you how to stop looking.””

The call ended.

Renee stared at the phone.

Mark whispered:

“Who?””

She looked toward the hallway.

Toward the captain’s office.

“I think we’ve been investigating the wrong person.””

At that exact moment, Captain Hale appeared in the doorway.

His expression was unreadable.

“Commander.””

Renee turned.

May you like

“Yes?””

“I think we need to talk.””
